A browse page renders at most 4 panels and the site-wide sponsors are inside that number rather than on top of it, so the section slots available at any moment are four minus whatever site-wide sponsorships are outstanding. The checkout checks that before it takes money.

Why the score is not for sale

Sponsored panels sit outside the ranked rows, are labelled “Sponsored”, and carry rel="nofollow sponsored". They are a different shape from a listing on purpose: no score, no verdict, no row.

The score is the only reason this directory is worth reading. If it could be bought it would stop being worth reading, and then it would stop being worth sponsoring, so the constraint is not principle so much as arithmetic.
